Ainsi, le mouvement propose une forme de mondialisme qui n'agirait pas pour les enjeux économique néo-libéraliste. En plus de contester le néo-libéralisme, le mouvement est également une recherche d'alternatives.

Historique et structure
Le mouvement prend racine au début des années 80 dans les pays du Sud avec la lutte contre la dette, l'OMC, et les plans d'ajustement structurels du FMI; mais il reste inaperçu en Occident. Il prend naissance en Europe, aux États-Unis et en Corée à partir de 1994 contre le chômage, la précarisation du travail et la remise en cause de la protection sociale. Les manifestations de Seattle en 1999 sont les premières manifestations mondiales altermondialistes. Elles sont suivies par le rassemblement de Gênes en 2001 (avec la mort d'un manifestant tué par balle par la police italienne) contre le sommet du G8 et les Forums sociaux mondiaux de Porto Alegre de 2001 à 2003 et de Mumbai en 2004. En novembre 2002 s'est également tenu le 1er Forum social européen à Florence, et 450.000 à 1 million de personnes ont défilé contre la guerre en Irak et pour un autre monde. En tant que lieux d'échanges et évènements médiatiques, les forums sont les espaces et les moments privilégiés du mouvement.
Positions
Positions présentées comme altermondialistes
Malgré la diversité de ses acteurs, la pensée dite altermondialiste a une orientation commune qui se présente comme tournée vers la lutte pour le développement, les droits fondamentaux, la paix et la démocratie. Avec un discours souvent idéaliste, l'altermondialisme se veut un moteur de lutte sociale. Son principal adversaire idéologique est le néo-libéralisme. Pour certains, cela indiquerait que l'altermondialisme se soucie peu du monde et du rapprochement des peuples, mais cherche à promouvoir une théorie économique et sociale proche du socialisme.
Leur critique part des constats du rapport de pauvreté et de domination grandissant entre le Nord (Amérique du nord et Europe) et le Sud (Afrique subsaharienne - PMA), de la croissance des inégalités et des discriminations qui en découlent, de la croissance de l'insécurité écologique et de la falsification de l'intérêt général par les intérêts privés.
Les altermondialistes refusent la représentation du monde comme “Guerre des civilisations†mais prônent une solidarité internationale entre la multitude de peuples de cultures diverses.
La pensée altermondialiste veut, d'une part, faire prendre conscience des méfaits qu'elle attribue au néo-libéralisme, déconstruire ce qu'elle appelle le dogme néo-libéral, et, d'autre part, proposer des réformes ou du moins des alternatives. Ils critiquent également la valorisation des politiques de délocalisation qui sont selon eux négatifs à la fois pour les pays développés (car menaçant la stabilité et le volume de l'emploi, la sécurité sociale ou le minimum salarial) et pour les pays du Sud (car le développement entraîné par les délocalisations est vu comme l'exploitation par le Nord sans gain économique réel pour les habitants du Sud).
Critiques
Critique du marché mondial
Les altermondialistes considèrent que la mondialisation du marché n'est pas un synonyme de progrès humain; elle ne profite pas équitablement à tous. Ils interprètent la croissance des inégalités et la pauvreté permanente dans le monde comme un effet pervers du libre marché mondialisé.
Les altermondialistes dénoncent particulièrement l'inégalité croissante entre la proportion des plus riches et des plus pauvres de la planète, qui a augmenté depuis 1960 qu'ils attribuent à la mondialisation plutôt qu'aux causes internes à ces pays. Selon le rapport 2001 du PNUD, 1% des plus riches mondiaux disposent d'un revenu cumulé égal à celui des 57% les plus pauvres. De plus, pour 45 des 77 pays disposant d'une statistique sur l'inégalité de revenu, celle-ci a cru à l'intérieur des pays entre 1960 et 1990, renforçant les inégalités intra-nationales.
Est également critiquée la libéralisation des flux financiers et monétaires mondiaux qui a, selon eux, un effet déstabilisateur sur les économies locales et des conséquences humaines néfastes. Ils attribuent par exemple la crise argentine et la crise asiatique du sud-est à la fin des années 90 à cette libéralisation, là encore plutôt qu'aux déséquilibres internes et aux politiques économiques de ces pays.
Position vis-à -vis des états et des organismes internationaux
Les altermondialistes considèrent que l'économie n'est pas régie par des lois économiques naturelles et immuables mais est le fruit de politiques conscientes des gouvernements qui délégueraient de plus en plus leur pouvoir au marché (voir: Consensus de Washington).
De leur point de vue, le marché réduirait l'homme et la nature à sa valeur marchande. Ils voient comme contrepoids des instances externes aux marchés comme les États, les organisations internationales ou, sans trop précision sur sa représentation, la société civile. Bien que favorables au développement d'organisations internationales, ils s'attaquent à celles qui cherchent à privatiser ou à réduire l'accès aux services publics, ainsi qu'à celles qui visent à déréguler l'économie.
Critique de l'OMC
Certaines organisations comme Oxfam dénoncent le fait que les intérêts des pays développés prennent le pas sur le développement dans les négociations commerciales (Communiqué Oxfam). La majeure partie des altermondialistes vont beaucoup plus loin en accusant l'OMC de prendre systématiquement des décisions non-équitables et partiales parce que favorables aux intérêts des entreprises transnationales et aux intérêts nationaux des pays riches. Par exemple, les accords régis par l'OMC seraient déséquilibrés en ce qu'ils permettraient aux produits des pays industrialisés d'accèder aux marchés du Sud, alors que les produits d'exportation principaux de ces derniers, comme l'agriculture, ne profitent pas de la réciprocité. Les altermondialistes y voient une destruction du marché intérieur des pays concernés et une dépendance accrue dans l'industrie des pays avancés. A noter que les altermondialistes reprochent inversement les délocalisations dans les pays en développement qui leur permettent de se créer une base industrielle et dans le secteur des services ; tout comme certaines de leurs composantes soutiennent la Politique Agricole Commune qui subventionne les exportations agricoles des pays riches.
Les négociations en huis clos sont également pointées du doigt, ainsi que le système de négociation per se, géré par des comités techniques non élus démocratiquement et accusés de dissimuler des lobbies d'intérêt privés. D'autre part, la domination des pays industrialisés dans le commerce mondial est pointée comme raison de l'impossibilité pour les pays pauvres et les groupes minoritaires de s'opposer aux décisions de l'OMC.
Principalement, les altermondialistes appellent à plus de démocratie, plus de transparence et un nouveau rapport de forces plus favorables aux pays en développement et aux politiques locales.
Aussi, ayant une gouvernance basée principalement sur les ministres du Commerce des pays adhérents, l'OMC est critiqué pour son manque de préoccupation dans les domaines sociaux et environnementaux qui sont pourtant influencés par ses décisions.
Les accords concernant la propriété intellectuelle comme les ADPIC sont également critiqués lorsqu'ils sont relatifs aux biens "vitaux" (aliments, médicaments, eau) ou aux organismes vivants. Sont en particulier visés les OGM et le prix élevé de certains médicaments comme ceux contre le SIDA. Certains groupes ont par exemple développé le concept alternatif de brevet positif pour y remédier.
Critique du FMI
Pour les altermondialistes, les politiques menées par le FMI ont contribué de façon dramatique à des échecs économiques, sociaux et politiques dans un grand nombre de situations: notamment la crise asiatique de 1997, les transitions des économies russes et est-européennes à l'économie de marché, les réformes sud-américaines et la gestion des pays africains. Ils en veulent pour preuve la comparaison entre le bilan des économies qui ont suivi les prescriptions du FMI et celles qui les ont rejetées (cfr par ex. Les non alignés).
Les causes de l'échec sont attribuées à plusieurs facteurs, dont les intérêts de la communauté financière internationale, l'aveuglement des dirigeants par ce qu'ils appellent le dogme du marché néo-libéral et l'application de règles immuables ignorant les spécificités de chaque pays. Plus précisément, les altermondialistes dénoncent que les remèdes usuels prescrits par le FMI (libéralisation forcée avec privatisations et réduction du pouvoir de l'État) reposent sur l'hypothèse, qu'ils rejettent, que le marché aboutit à l'optimum, même après une période de transition douloureuse.
A travers les crises asiatiques et latino-américaines, le FMI est accusé également d'avoir menacé l'équilibre de l'économie par sa politique de libéralisation des capitaux, qui a permis les mouvements déstabilisants des capitaux spéculatifs. Les altermondialistes en appellent à une régulation des capitaux financiers.
Enfin, le FMI étant d'une part dirigé par des ministres de l'économie et des banquiers habitués au secret, et d'autre part, fortement influencé par les pays riches du Nord, les altermondialistes considèrent qu'il y a un manque de transparence et de démocratie dans l'institution.
Critiques des grandes firmes multinationales
L'altermondialisme s'oppose au grandes multinationales comme Monsanto (producteur de graines génétiquement modifiées, ou OGM), qui ont tentés d'interdire l'étiquetage sur les produits. La figure emblématique de cette lutte est José Bové(Fauchage d'OGM, Désobéissance civile. Plus généralement, les altermondialistes s'opposent à tous les brevets sur le code génétique (ADN), au motif qu'on se saurait breveter les êtres vivants.
Il s'oppose aussi aux multinationales du médicament (Roche, Pfizer, etc.), qui, par leurs brevets et le prix de vente de leur médicament, empêchent les pays pauvres d'avoir accès aux soins. Les médicaments Diflucan® ou Triflucan® notemment de Pfizer permettraient de sauver des dizaines de millions de personnes malades du SIDA en Afrique [[1]].
Propositions
Les altermondialistes soutiennent souvent des idées réformatrices dans le domaine économique comme celles d'un allègement de la dette des pays pauvres, d'une taxation sur les transactions financières (Taxe Tobin), et promeuvent aussi un commerce équitable où le consommateur a la garantie que le producteur auquel il achète un bien possède un revenu qu'il considère comme « équitable ».
Les propositions concernant les droits de l'homme et de l'environnement sont également présentes chez beaucoup d'entre eux. En particulier, la question de la durée est posée : à quoi sert de se développer en exploitant de plus en plus intensivement des ressources qui ne se renouvellent pas et dont l'épuisement est prévisible si ce n'est à aller plus vite dans le mur ? Le mot durable revient souvent dans les conversations, bien qu'autour de polémiques (développement durable, ou décroissance soutenable ?).
Les altermondialistes aspirent également à plus de démocratie mais les propositions concrètes sont très éparses, allant de la réforme des organisations internationales à l'instauration d'un parlement mondial (cfr démocratie mondiale).
Médias, groupes de pression citoyens et autres structures
Les structures hétéroclites constituant la mouvance altermondialisme sont organisées en réseau, où les médias qualifiés d'altermondialistes jouent un grand rôle. Il est parfois difficile de différencier les médias comme Le Monde diplomatique, indymedia, acrimed, Bellaciao ou le bretzel des organisations développant la pensée altermondialiste comme ATTAC ou la fondation copernic car certains cas brouillent les pistes:
Les médias relais de cette pensée peuvent parfois prendre des chemins curieux, Le Monde diplomatique est détenu à 51% par le groupe de presse La Vie - le Monde, dont le quotidien Le Monde est loin d'être dans l'esprit altermondialiste.
Les documents des structures onusiennes comme les rapports du PNUD jouent aussi un rôle important, comme l'étude critique des documents produits par des institutions contestées (FMI, OMC, Banque Mondiale).
